Field engagements, technical assistance, and published research.
Our practice is built on real engagements with state health authorities, and grounded in peer-reviewed research. This is what that looks like on the ground.
Pro bono technical assistance
Alongside funded consultancy work, CIL provides pro bono technical assistance to government agencies, part of our hybrid model as both a research consultancy and a social enterprise. This work is ongoing.
Imo State Primary Health Care Development Agency (ISPHCDA)
Health sector plans often struggle for one of two reasons: they are technically sound but financially unrealistic, or comprehensive on paper yet disconnected from what can actually be tracked and funded. Our role has been to close that gap. We provide the technical leadership to cost and integrate Community-Based Health Worker, non-communicable disease prevention, and Environmental Health programmes into the Imo State Annual Operational Plan under Nigeria's Health Sector Strategic Blueprint, and we coordinate the Joint Annual Review process that checks whether the previous year's commitments were kept, feeding those lessons back into the next plan. The result is an Annual Operational Plan that is costed and accountable, not just aspirational.
Imo State Public Health Emergency Operations Centre (PHEOC)
Outbreak response depends on data arriving fast enough, and accurately enough, to act on: a gap that showed up repeatedly across responses to cholera, COVID-19, Mpox, anthrax, diphtheria, and Lassa fever. Our work at the Centre has focused on closing it: strengthening surveillance reporting through SORMAS and Situation Awareness platforms, adapting the National Strategic Health Development Plan into a workable State Plan with biosecurity and preparedness built in, and managing emergency logistics and inventory during active outbreak response. Recognising that the underlying constraint was analytical capacity rather than commitment, we secured funding from Applied Epi to train the Centre's surveillance, environmental, and immunisation officers in R for Applied Epidemiology, building a skill the team can apply well beyond any single outbreak.
CODSAiN Qualitative Assessment, with ARFH & Amazing Grace Consultancy
Uptake of DMPA-SC self-injection depends on factors routine data cannot capture: trust, convenience, stigma, and how frontline providers actually behave day to day. For the CODSAiN project, we led the Owerri arm of a multi-state qualitative assessment for the Association for Reproductive and Family Health, refining interview guides to fit field realities and conducting fieldwork locally, while other consultants led fieldwork in Lagos and Anambra. We then led the qualitative analysis across all three states: coding the full body of stakeholder interviews across policy, facility, community, and partner levels into a structured, defensible set of themes. The output was a set of state-level analytical reports translating what stakeholders actually said into recommendations that donors and government partners could act on.
